This is not okay

It's one thing to be inspired, but this out right steals harv-o's branding, layout, and criminal activity. Even the clown makeup is stolen from the official harv-o, which causes conflict in the heat seeking spicy meme bomb's search engine. People looking for the real hc cast member/sex offender will get confused and disenfranchised by this, but I'm sure this was intentional so that you could siphon memes. This goes beyond fan made. This is absolutely creative theft.
